The Chief
Saitama Branch Office
Tokyo Immigration Department
Ministry of Justice, Japanese Government
Sir/Madam,
My name is Rohtash Chander Tandon an Indian and landed in Japan on September 20th 1991. I faced number of problems and tortures here right from the beginning. In the beginning I received Yen 45,000 as my monthly salary after working from 9 AM to 10 P.M. I did not know the language, so, could not express myself. I approached the lawyer, who charged me yen 100,000 for nothing. For me yen 100,000 were like millions of yen at that time. Number of people assaulted and hit me but the police never bothered to write any complain.
I wrote several letters to the ministries, those results the police started hating me. Once the Police Inspector of Narita Airport Police Station abused me that I recorded and complained to the Chiba Police Headquarters. That Police Inspector along with other Police Officer visited my house to apologize. The Police Inspector started writing the apology letter but my wife (Sachiko Tandon) and the other Police Officer stopped him. Some time later on July 22, 2000, the Narita Airport Police arrested me on the charges that I hit the police with my video camera, whereas the fact is that the police hit my video camera and me. That day I ordered curry rice and a cockroach/fly was there in the curry and the quantity of meat was very less as compared to the display. Police refused to write any complain or call the concerned department. When I was taken to the doctor after so many days, the doctor told me that it would take at least 3 weeks for me to recover although that doctor was also the part of police, as, he had clinic inside that police station. The police was very abusive and spoke extremely poor about me. The police even said they would keep on arresting me even on false charges. The Public Prosecutor told me that he would release me if I put fingerprints on the paper that he wrote but I did not trust and refused to put my fingerprints as I could not read by myself. He got angry and asked me to face the court and that more severe action would be taken against me.
I never had stomachache in my life but while in custody, I had severe pain in my stomach, vomited and my physical condition decreased very badly. I asked the officers while in custody to give me papers to apply for the extension of my visa but no body bothered to do anything for me. I wrote letters to the Immigration Office in Tokyo to do the necessary formalities for the extension of my visa but nothing happened. The lawyer Akiko Nakamizo, visited me little after my visa was expired. The lawyer told me that, if I do not accept the charges, I will be sent to jail for many years and from there I would be deported to India. She also suggested me to write apology letters to the management of restaurant who served me curry with the cockroach/fly. The lawyer told me if I accept the charges, I would be out very soon and can have normal life. I was very helpless and did the way the lawyer suggested.
In the court, I was told that there were only two policemen at the site. But even if the person, who has bad eyes can easily see more than tow policemen through that video camera that they kept in their custody. The person who has bad ears can hear the attack of police that made me cry and not my hitting to the policemen. Moreover the way they expressed I hit the police, the camera should have been broken from the bottom part whereas it is broken from the top part. But I was considered guilty and was given 2 years sentence for imprisonment suspended for 3 years as suggested by the prosecutor/police.
While I was in custody, I gave all the keys, cash cards to Sachiko, but she became the worst and did not bother to depute even a lawyer for me and used the cash that I kept at home. Sachiko also sold my computer, scooters, truck, car and many copy machines that I bought in order to start business. She even helped making false passport for Palita Kumar Mallikaarachchi (from Sri Lanka) who is connected to Tokyo Trading Inc, Tako Machi, Tel 0479-75-2838/0479-75-2810. Through Kumar, Sachiko asked for money from my brother in America. When my brother-in-law visited me, Sachiko did not allow him to stay in the house and he had to stay in a hotel. Sachiko even told me that Sugimori Akira, Tel: 0478-75-2868 also helped making false passport for Kumar. The money I was to get from Kumar, Sachiko got that and her father bought a new car although he is retired and not working. Sachiko never bothered to do the visa formalities for me or to bring the passport to me that made me to stay in the custody of immigration. My condition was miserable and she did not bother to send me money or proper clothes. While I was in custody many of my letters were not posted or were delayed because I was not allowed to write bad about Sachiko or police.
When I was released on January 24, 2001, I had no jacket, no house key, not enough money and entered the house with the help of neighbor. Sachiko came late at night with her lesbian friend Suchida Michie, who used to live with Sachiko besides others. Suchida has her son and husband in Yachimata City, Yachimata Ho 47, Tel: 043-443-5401/043-445-6350. Sachiko, Sugimori Akira and Suchida told me that any time any of them could put me behind bars by just one telephone call. They also told me not to meet Palita Kumar Mallikaarachchi, as next time he would be coming on his original passport. Once Suchida came to our house around midnight and spoke to me in abusive way (Mafia style) and wanted to attack me and put me behind bars but before she could do anything, I ran outside with my cellular phone and called the police. I entered the house along with the police and Sachiko went away along with Suchida. Almost everyday and night Suchida used to call during late in the night and disturb the sleep. Another friend of Sachiko, Suzuki Midori, Tel: 0476-97-5687/0476-97-5366 also used to call on and often during late hours in the night and even sent abusive faxes that I reported to the police but nothing happened.
In the morning of May 29, 2001, Sachiko called me from Nakajima Inn (Hospital) to see her. I immediately rushed to the hospital to see her. I did not know Sachiko and Suchida had a plot to make me arrested. Sachiko told me that she came alone from her parents house by train. I know she had illicit relations with Suchida, Kumar and many others but I did not have enough evidences. In order to get some evidence, I asked Sachiko to show her bag since she is my wife. Since she was disturbing, I carried the bag to the toilet. Before Sachiko handed over bag to me, she took away money, as she had to pay for the treatment immediately. I rather let her take money, as I had nothing to do with that. Since, it was little dark in the toilet, I could not see very well but I saw a few cash cards, which I did not see with Sachiko earlier, so, I folded them. In a few moments I heard the voice of Suchida who started calling police. I was cool thinking it would become evidence that Sachiko is carrying cards of someone. I heard Suchida saying that she had called Chiba Police Headquarters, as she has influence (Mafia type). After Suchida finished calling the Police, I came out of the toilet and sat down in the Sofa at lobby along with the bag, waiting for police to come to hand over the bag. To my surprise, I could see three police cars and I called the policemen towards me, who said they have found the bag and arrested me. The chief of the Narita Police Station, crime branch charged me that I entered the premises of someone and stole yen 30,000 from the bag of Sachiko. Dr. Nakajima said that he knew Sachiko and me very well but because of the compulsion of police, he had to write. Later on the police said that I took yen 30,000 from the wallet of Suchida that was inside the bag of Sachiko.
I went to complain about Sachiko, who sold out my scooters, truck, car, computer and machines but Narita police did not entertain me saying that we are husband and wife, so, she has every right to take away anything of mine. Sachiko’s father and brother-in-law injured me very badly and took away my wallet containing cash cards, money, driving license, align registration card but the Asahi Police did not even write a complain saying he is my father-in-law and brother-in-law. But, how about me? Am I just a Gaijin (foreigner)? Sachiko even stole something at a department store (Joyful Honda) on August 9, 1999 and was caught but she went to Narita Police Station smiling and was smiling more, when she came back saying that the policeman was very interesting. Is it because Sachiko’s grand father was in police?
I went to NGO HAND IN HAND, CTIC to get legal aid and justice. The lady in HAND IN HAND went to the court and also to the Public prosecutor office to get the details of my judgment in writing but was refused to get any. Once, I saw Palita Kumar Mallikaarachchi at Narita Station with someone, so, I followed their car to know as to where he would go because I was asked by Hand in Hand & CTIC, if I know his whereabouts. Right from the beginning I have not seen any Japanese organization, which pays properly to the workers. When I was working with Radisson Hotel Narita Airport, the chef Michael Reimer appreciated my work stating I was the best but the seniors who were working their for many years used to alter my time card in order to pay me less. I got fracture in my foot while going to the Hotel but the Human Resources manager Miyoshi did not even bother to fill up the form immediately and I had to seek help of Labor standard office and the mother company. The General Manager of Radisson hotel even told me that he would call the police if I enter in his hotel. There is still part of money that I have not received from Radisson Hotel. In a company, where I worked in Narita charged me very heavy taxes and on top of that I had to pay heavy taxes. With the suggestion of a Japanese, I went to the Taxation Office and a major amount of taxes came back to me.
I have been looking forward for legal assistance but what I got was that the rear glass of my car was broken on August 2, 2002. My house was completely burnt on August 7, 2002, while I was working. This has made me confused and upset. The Chief of the crime branch of Narita Police Station, who arrested me for the charges that I stole yen 30,000 from the bag of my wife was at my residence. He was the only person using mask and he asked me if I know him while removing his mask. There is an elderly Japanese lady, who used to work with me and always appreciated my style of working (fast and clean) – the police chief asked me if she was my fiancée? That police chief also told that the fire took place from certain particular place because that is burnt a lot whereas at the entrance more than that part was burnt. When that lady went to the police station to ask as to why they arrested me for looking in to the bag of Sachiko, he even replied that he would put me in the police custody for any smallest thing. I would like to add that on July 22, 1998, the chief of Narita Police crime branch attacked me.
My house was insured in case of fire. Mr. Fujita of Sumitomo Fire Insurance told me in the beginning that, if the cause of fire were not found for 3 months, I would receive the insurance money. On December 2, 2002, Mr. Fujita told me that I would not get the insurance money because that was not an accident. He said, he would not say anything more than that. He added that within that week or by December 10, 2002, I would be receiving details from the lawyer and that he would not talk to me any more and that only the lawyer would talk to me. Until today, I have not received any mail from the lawyer. I would like to add that I met with an accident and Mr. Hanashima (Sumitomo insurance) told me that I would get the payment and that he would send the forms soon to fill up but he did not send for about a month. So, I went to the office and the lady told me that I might not get the payment as it is they to decide. But after that I got the forms to fill up and got that payment. I would also like to add that Mr. Koshikawa of Sumitomo insurance told me that, if there was a fire and the water to turn off the fire, spreads to other house holders, they would be given up to yen 10 million. Although, I am not personally concerned about that but Mr. Fujita declined that. Mr. Koshikawa even told me that if someone set my house on fire, I would be getting the insurance money.
When I was arrested on the charges of steeling yen 30,000 from the bag of my wife, one of the elderly police persons told me that they would release me if I promise that I would never write any letter. I am really sorry if by means of writing letters I am asking for justice. In fact I spent yen 100,000 twice giving to the lawyers but to no use. Sachiko asked for forgiveness and apologized but only by words or writing. I always work very hard and honestly, so, it is very hard for me to waste so much money. If writing this letter will cause my arrest again, kindly decline this letter. It is better to die instead of staying behind the bars and cursing the cruelty of people of this nation. I did not marry for the sake of visa that I had even without getting married. For me marriage was not a mere piece of paper as most of the Japanese think. I personally feel getting the paper signed by the Japanese wife or husband encouraged them to treat their foreign husband or wife as a piece of paper. I am still here with a slight feeling that one day I might get justice and can recover what I lost.
I am hereby enclosing some letters/papers, which are self-explanatory.
Truly,
Rohtash Chander Tandon

I am hereby enclosing letters/documents, which are self explanatory.
As I have been doing marketing for Meg Milk (Milk Station, Togane), I distribute samples for the same. On 23rd February 2006, Izumi (781 – 18, Horiage, Togane City, Chiba Ken) made complain to the delivery person that I used to take money for the samples (that I never did). On 24th February 2006, I went to ask her as to why she made such comment. She pretended and was rude, so, I called the police at 10:24 hours through my cellular phone.
The behavior of Higashigane (from Togane Police Station) was very bad and he used OME and KONNA YARO to me without even listening to me. Daikata, another policeman used SAN after his name. The President of Milk Station went to Police Station and later told me that the police man apologized for his misbehavior. But he did not bother to apologize to me may be because I am a foreigner from Asian country.
Mosutofa Kamaru was registered as a resident at my place although I never met him and do not know, who he is.
On 30th March 2006, Sachiko called me to ask as to what happened to my visa. I had a feeling as if she made a fun of me by the grace of the law makers. I do not know as to what the reason is or what excuses she will make again.
It is possible that Naito, Shaikh and Yuko have connections for the above happenings.
On 24th March 2006, I was called to Immigration Office, Chiba. The immigration officer told me that the extension of my spouse visa is not considerable. He told me that the letter I wrote on 2nd February 2006 was received by them after the decision was taken. He returned the letter asking me to enclose the same along with the change of status of visa to long term in order to get the same.
I met Sachiko in 1995. Soon, she started living with me. It was hard for her to get pregnant but fortunately she could. On 2nd July 1996, Sachiko aborted and I was very much annoyed and did not want to marry her as I wanted to have a child and so would she. She repeatedly apologized to me and made endless efforts in order to get pregnant again but she could not. She expressed her deep love towards me and wanted to marry me. To me who loves me and takes care for me is very important and it is very difficult for me to hurt that person. Ultimately, we got married in 1997. I did not marry her for paper formalities or visa as I always had that. Some time back she told me that she had developed cancer. I personally feel that she at least deserves that much as God gift considering what she did to me (being her husband). She had apologized for that but the law makers and relatives provoke and encourage for conflicts. I personally feel that relationship is endless. If my own blood relation does something wrong, it is not possible for me to encourage him or her.
I hereby repeat that it is law makers who hit me. It is the law makers who made me overstayed intentionally. It is the law makers who made me guilty for the offence I never committed. I have spent the golden period of my life here. Going back or running away will be opening up the wounds and would be more hurting rather will ruin my life completely. I really need help in order to fight for the charges against me those I never committed in order to get justice. It is a very big stain that I wish to clean. When I see any application form with the sentence “Have you ever been arrested”, reminds the worst period of my life and cannot think of forgiveness. Delay in getting visa is an additional mental harassment. I rather look forward for a permanent visa to heel up and for stability. I have started teaching English and Cooking while partly working for the Milk Station until I get busy. I have got an offer to teach English in the school from 1st of May and most likely I will start by quitting the marketing job at milk station. Recently I saw a beautiful house that I wish to buy. I wish to get loan for the same. I will have to pay the monthly installment almost as much as I am paying now as a rent. What I am writing are not stories but are very hurting hard facts of the golden period of my life. Looking forward for justice.
Yours truly,
Rohtash Tandon
